Is the pack available for bedrock versions of Minecraft, including console and mobile?
Not at the moment. The Minecraft bedrock marketplace requires a pack to be 100% complete to be published. As soon as Prime's HD Textures reaches this requirement, it will be available on bedrock.
Will there ever be a version for 1.XX.X?
Currently, the pack will only continue to be updated for the most recent version of the game. You may be able to get the newer version to work with older versions by loading it anyway - although mileage may vary.
Will the pack ever be 100% free?
The pricing model of Prime's HD Textures will continue to evolve as time moves on. Currently though I can only afford to continue to work on the pack under its current pricing structure. I do intend to always have at least some free version available.
I'm getting a "resource reload failure" error when trying to load the 512x version of the pack. What's up?
The 512x is only getting harder and harder to run as more textures are added. To my knowledge this error is a response to your system not being strong enough to load all the high res textures at once. This could be remedied by allocating more ram to your Minecraft, although my official recommendation for now is to just use a lower resolution of the pack.
My blocks aren't "3D" like shown in your online content?
This feature is referred to as "PBR", and requires shaders. Additionally, most shaderpacks will have a specific setting you'll need to enable, which varies depending on the pack. I'm planning to write a more detailed guide in the future.
